    • fixes issue where randomized or preset faces never converge causing sliders to constantly return to previous location
    • fixes issue where differences incurred by rounding for scale sliders mean that faces never match presets
  • Internal fix for calloc arguments.  Should have no outwardly visible affect.

New Costume Pieces



-Master's Robe and Apprentice's Robe for Male and Female Upper Body Detail
    Monk/Martial Arts robes woven with one side down at the hip. Short and Long sleeve variants
-Sarashi for Male, Female, and Huge chest details
    Japanese-style cloth bindings around the chest and midsection. Male and Huge have one variant wrapping everything below the pecs, Female has 4 variants with different coverages around the midsection and bust.

Added a few previously NPC-only costume pieces for players including the Sky Raider flight suit and a few additional Carnival of Shadows pieces.

Added a bandana-patterned face mask


Pandora Genesis Wave

  • Increased incarnate XP for the Pandora alter between 2x-4x.


Martial Prowess

Throwing Dagger:

Removed Ranged Damage
Increased DoT Damage ticks, reduced duration, increased delay between ticks - Equalized with ancillary pools
Made Regeneration debuff Replace instead of Stack

Bodkin Bolt:
Increased Recharge time from 10 to 12 seconds

Reckless Abandon:
Removed resistance
Reduced self damage from 33 percent to 25 percent
Reduced fury gain from 25 percent to 20 percent
Reduced recharge time from 120 to 105


Quality of Life

  • Added unique load screens for the new Synapse TF.

Pandora Genesis Wave

  • Genesis Wave encounters will only have a chance to spawn IF a character on the team is level 50 OR if a character on the team has completed SSA Vol. 2 Chapter 3 (the opening of Pandora's Box).
  • The absorption power that appears when in proximity to the Coalesced Primordial Energy will no longer persist once the energy has been absorbed. The Coalesced Primordial Energy is now the only valid target for this power.
  • All enemies spawned as part of the Flashback encounters and the Radio/Paper encounters now provide iXP based on your previously earned tier.
  • Level shifts and buffs granted to enemies by the presence of the Primordial Energy will persist after the energy has been absorbed

Quality of Life

  • Titan and Hydra enhancements will now drop at player level rather than critter level.
  • All players that participate in the Eden Trial and the Abandoned Sewer Trial can now claim the Titan/Hydra reward option.  Previously limited to level 40.


Bugfixes:

  • Unrelenting no longer accepts Damage Resistance enhancements erroneously.
  • Fixed excessive Pandora buffs from the encounter. Encounters now cap their additional Primordial Energy buffs to 3 stacks instead of 30.
  • Fixed a bug that caused Challenge Rewards not to be rewarded if any defeats had occurred.
  • Fixed power buy requirements on Reckless Abandon. The power can only be bought by the intended AT(s) once again.
  • Valiance will now correctly accept healing enhancements.

Challenge Changes

  • Weekly Strike Force rewards have been updated to include a free bonus Challenge IO when using the Secret Master of setting while that task/strike force is the weekly strike force.
  • Completing a Secret Master of task/strike force with zero defeats intact will now reward a free bonus Challenge IO.

Pandora's Genesis Wave Refinements

--- Update 1 ---

- Genesis Wave now spawns correctly

- Global Effects: Genesis Wave encounters are determined on a chance roll based on team size. A secondary role occurs after determining the strength of the Genesis Wave. This will result in +1 to +3 level shifts and 1 to 3 stacks of Pandora Energy buffs. Rewards are dependent on the tier of the secondary roll with higher-level shifts granting higher rewards. Rewards include iXP for 50s, Pandora Buffs (mission only), xp, inf, and a roll for additional reward merits, invention salvage, or recipes.

- Most Task/Strike Forces have a chance to spawn Genesis Wave encounters. Enemy buffs from these encounters are limited to a set radius to allow for a spike of difficulty without overwhelming players on higher challenge levels.

- Flashback missions from Twilight Son, Lazarus, Tesseract, and Silos have a chance to encounter the Genesis Wave. As does Calvin Scott, Sister Psyche, Positron (original), and Synapse (original). Flashback Genesis Wave encounters check for EITHER level 50 or completion of either Hero or Villain versions of Pandora's Box: Chapter 3. One player satisfying those requirements will cause the GenesisWave encounter to roll. The Genesis Wave spawns buffs that will affect an entire map.

- Generic Radio/Paper missions have a chance to spawn Genesis Wave encounters. These encounters are limited to tier 1 only, providing a single level shift and a single stack of Pandora Buff.

--- Update 2 ---

- Genesis Wave encounters spawn "Coalesced Primordial Energy" objects. The objects are Untouchable and can only be affected by the "Absorb Primordial Energy" power.

- "Absorb Primordial Energy" is a power that will appear in your server tray once you are within the 10 feet radius of the encountered object. It will only work on the object in the encounter and does not persist on zoning. The power has a 1 second interrupt time which prevents it from being used in the midst of combat.

- Genesis Wave encounters have had their spawns increased to fill out all positions within an EncounterSpawn. This means that at the largest team sizes, these encounters will fill 19 of their 20 positions with enemies and the final position will be filled by the object. This will make these encounters a little more difficult than normal, however, the rewards compensate for the increased difficulty:

- All enemies spawned as part of the Genesis Wave encounter grant iXP to level 50 players equal to their current track [A/B -> C (Lore unlocked) -> D (Destiny unlocked)]. This iXP is weighted based on enemy rank and follows standard level-based curves.

- Prometheus has a few words to say regarding the opening of Pandora's Box.

Challenge Changes

Added an all-new category of set bonuses called 'Challenge' Set Bonuses.  Challenge Set Bonuses are similar to PVP set bonuses in that they are a secondary set of bonuses available on the new Challenge IO Sets.  These IO Set Bonuses become active whenever a challenge setting is used.

The following sets have received Challenge IO Set Bonuses:

- Liberty's Belt
- Inexhaustibility
- Imperial Might
- Forced Indoctrination

Synapse's Agility
Challenge Set Bonuses:
  • 2-piece: 3.75% Endurance Discount
  • 3-piece: 12% Movement Speed

  • 6-piece: 3.5% Damage

Liberty's Belt
Challenge Set Bonuses:
  • 2-piece: 1.35% Endurance
  • 3-piece: 1.88% Health
  • 4-piece: 3.13% Smash/Lethal Defense, 1.56% Melee
  • 5-piece: 7.5% Movement Speed
  • 6-piece: 4.5% Smash/Lethal Resistance, 7.5% Mez Resistance

Imperial Might
Challenge Set Bonuses:
  • 2-piece: 1.88% Health
  • 3-piece: 5% Chance for Repel Protection
  • 4-piece: 3.13% Smash/Lethal Defense, 1.56% Melee
  • 5-piece: 7.5% Recharge Time
  • 6-piece: Total Might Bonus

Forced Indoctrination
Challenge Set Bonuses:
  • 2-piece: 2.5% Endurance Discount
  • 3-piece: 10% Range

Special Enhancement effects from these sets will also remain active during Challenges.

Disabled 120s Procs when the 'No Set Bonuses' challenge setting is enabled.

Hey folks! I am here to break down the powers of Martial Prowess for Tankers and Brutes. I also wanted give my thought process behind the creation and proliferation of Martial Prowess.

When trying to design the epic pool for Scrapper and Stalker back in Rebirth Issue 1, I tried to keep it roughly within the spirit of other epics available for the ATs when it came to the powers available in it. I also wanted to have a pool that could be more easily made to fit a natural theme while still being applicable to every origin. Martial Prowess specifically came about after a lot of thought being put into the idea that the epic pool was less your character gaining power and more a signifier of your character's mastery of melee combat. For Scrapper and Stalker specifically, I came to the conclusion to make their powers good utility powers for someone focused on scrapping. Finally, I wanted one of the powers available in the pools to be unique to each AT and sort of.. emulate the other AT. All of these concepts carried on for the proliferation to Tanker and Brute.



We will start with the universal powers available to both ATs.

Throwing Dagger - Available level 35
Ranged, Immobilize, Minor DMG(Lethal), Minor DOT(Lethal) Foe -Regen
"Scouts and warriors have used small throwing blades to distract and weaken since metal was first smelted. You throw a knife to strike at a vital point on your foe. This does Minor Lethal damage, immobilizes the target, and inflicts a minor lethal DoT that moderately reduces their regen. Recharge: Moderate"

Design Notes: Most of the ancillary pools for Tanker and Brute feature an Immobilize and a Hold for their first two powers. For this power specifically, I wanted something different than Scrapper and Stalkers version of the power. Fitting the theme while having it immobilize and not using the crossbow took quite a bit of thought. I eventually settled on Throwing Dagger as it's secondary effect could be the minor DoT effect with -regen. Effectively giving tankers and brutes a weaker, infinite version of Envenomed Daggers that can be used when temporary powers are disallowed.

Battle Hardened - Available level 35
Auto: +Max HP, +Max End
Your experience in combat has given you strength and stamina! This power costs no endurance and increases your Max HP and Endurance.

Design Notes: Most of the ancillary epic pools for Tanker and Brute, minus the patron pools, feature an immobilize and a hold for their first two powers. The exception is Energy Mastery with Conserve Power and Focused Accuracy. I wanted to break the format of Immobilize and Hold with the second available power. This power began life as a clone of Warrior's Mark, except with -dmg and -acc. I eventually tried it with taunt added as well. After some thought and playtesting this was scrapped. Tying a debuff to a taunt effect may result in people using the taunt exclusively to get the debuff effect. This would mess with aggro management and might cause issues. Knowing that players would have to pick Throwing Dagger or this power to get into the pool; I settled on an auto power. The Max HP and Endurance giving weight to the idea that your character is tough because they have seen a lot of fighting. Thus, are battle hardened.

Bodkin Bolt - Available level 41 with 1 power pick
Ranged, High DMG(Lethal), -Def (All), -Res(All)
You employ a crossbow to launch an armor-piercing bodkin bolt at your target. This will strike for high damage and leave the enemy with less resistance and defense for a short while.  You must be level 41 and own Throwing Dagger or Battle Hardened to purchase this power. Damage: High, Recharge: High

Design Notes: A ranged attack is a common occurrence in epic pools for melee ATs. This is no exception here. However the crossbow attacks for Scrapper and Stalker were able to play into their inherent effects. Scrappers can crit and have a double base chance of critically hitting with theirs. Stalkers can fire theirs from a hidden state to deal bonus damage. The purpose of these were to finish off a fleeing opponent. While I could have tied a greater taunt effect to Tanker and Brute's versions of the power; I decided to go with something that could offer more utility and debuff. A Bodkin point bolt came to mind. Bodkin points are a real thing used to penetrate stuff. Like armor.

Valiance - Available level 44 with 2 power picks
Toggle: Self +Regen; Ally +Regen, +Res (Fear, Confuse)
You prefer to lead by example; inspiring others by your presence and bravery. While this power is active you will gain regeneration. Allies in your vicinity will gain regeneration and resistance to fear and confuse effects. You must be level 44 and own two other powers from Martial Prowess to purchase.

Design Notes: Gather Chi as the capstone power of Martial Prowess for Scrapper and Stalker was made with their role as a DPS in mind. It was designed to offer potent recovery and regen at the cost of adding its management as a click power to your mental stack with an uptime to manage. Valiance came from the idea of the person doing tanking being the initiator of fights (usually). It is themed that your confidence under fire is inspiring and is made to offer a support option for those who want to run it.

The idea behind the regeneration effects is the concept of morale and the drive to actually fight. You gain regeneration because you are here to be on the front and are confident you can handle it. Your allies gain regeneration and resistance to fear and confuse because you are there on the front. Kind of like if Superior Man or The Bulk was on their team. They have an invincible being or an incredibly heavy hitter on their side, so they feel they can fight on!



Tanker and Brute both have their own unique power available to them in Martial Prowess. Here are those powers in detail.

Art of War - Tanker Exclusive, Available level 41 with 1 power pick
Auto: Global Chance of +DMG (all), +End Discount
Your practiced moves allow you to get into a rhythm that blends a perfect combination of offense and defense. Every attack you make has a high chance of increasing your damage (all) and endurance discount for 10 seconds as your rhythm makes your attacks more efficient. This effect stacks 3 times. You must be level 41 and own Throwing Dagger or Battle Hardened to purchase this power.

Design Notes: Scrapper's Shukuchi allows them to briefly emulate a Stalker by teleporting into a group of mobs with a very short, very high stealth buff that also has a moderate damage buff to emulate the hidden effect. It is not nearly as potent as an actual stalker by design. Art of War allows Tankers to emulate a Brute's bonus to sustained attacks, aka fury. I didn't want to just straight copy fury however, that's Brute's thing! This is where a stacking global enhancement proc came in. This was made to thematically represent that you're less getting angrier as you attack and more that you're just really good at hitting things. This originally had Resistance bonuses instead of endurance discount as you attacked but that was scrapped as Tankers are durable enough.

Reckless Abandon - Brute Exclusive, Available level 41 with 1 power pick
Self +Fury, +Res (all)
You succumb to your rage and begin fighting with no regard for your well-being. This power gives you a large amount of Fury and increases your damage resistance to everything for 30 seconds as you become too angry to feel the damage. You sacrifice a portion of your own health in your ferocity.  You must be level 41 and own Throwing Dagger or Battle Hardened to purchase this power. Recharge: Long

Design Notes: This was the power that was the hardest to design by far. It was originally meant to be the Tanker emulation power for Brutes. I kept running into the issue of how to do that. Just as I had to impose strict limits on Art of War so Tankers wouldn't do more damage than Brutes, I couldn't let Brutes become as durable as Tankers. This would overpower the balance of the two. This power used to have no self damage effect, gave +regen, and did not give as much Fury.

After playtesting, this clashed with the name and proved to be too powerful in terms of durability. This made me change gears on the idea of the power. I dropped the regen, upped the fury gain, and gave it a self damage effect. It went from a Tanker emulation power to a unique choice for a Brute. The ideal time to use this power is when a Brute is in combat and is secure enough that they can lose a large chunk of health to get a bunch of Fury right there. The +resist stayed as it offers a little extra security and played into the theme super well.

New Challenges, New 'Master of' Badges, and New Alpha Component Incarnate Path

If you've been keeping up with our State of the Game 2023 update, you're probably aware that we're raising the bar for challenges.  We've taken note of how much our players enjoy a good challenge and are committed to delivering just that. We began upping the challenge in Rebirth Issue 5: Clockstoppers where we introduced ramped-up speed run challenges which set new time thresholds on many task forces and strikes forces and unlocked new rewards. But that was only the beginning!

The new challenges we have in store for players next won't be determined by speed but by teamwork, willpower, or super strength.  In Rebirth Issue 6 we expand the available challenge options and specifically focus on the level 35-50 endgame experience.  For anyone who has ever become a 'Master of' a famous or infamous task/strike force, there's a new top tier in town.  Several tiers in fact. 

We knew that to really challenge players the trials they endured would have to mount gradually.  Most players are aware of the original 'Master of' challenge requirements--No Defeats and No Temporary powers.  Those challenges have been part of City of Heroes since before the addition of Incarnate Powers.  Incarnate Powers have trivialized those once mighty challenges--no more.  The first tier above 'Master of' is the 'True Master.'  True Masters of task forces are able to surmount them without Incarnates.  The question is, can you best even more than a 'True Master of' task forces?





Three new challenge settings: 'No Set Bonuses', 'No Incarnate Powers', and 'No Incarnate and Temporary Powers', pave the way for more challenging gameplay, dozens of new badges, new unique and better rewards, and the first-ever alpha component incarnate path.


Interface, Lore, Judgement, and Destiny now have Alpha component recipes through tier 4.

Notes:
The Reward Merit choice works like any other TF and will only reward half the value when claimed more than one time per 20 hours per challenge tier.
Uncommon Alpha components (located under the True Master rewards) can only be claimed once every 72 hours.
These rewards replace the random purple recipe drop added in Ri2.






New Enhancement Sets

Liberty's Belt

Liberty's Belt is a Resistance set with effects available from levels 25 to 50. Liberty's Belt offers massive strength to those seeking its unique enhancement style within this category. These enhancements can be obtained by completing the Secret Master of Ms. Liberty Task Force or the Secret Master of Lord Recluse Strike Force.

          Set Bonuses:
  • 2-piece: 1.5% Recovery

  • 6-piece: 4.5% Toxic/Psionic Resistance, 7.5% Mez Resistance

Inexhaustibility

Inexhaustibility is a Special Enhancement among enhancements. Inexhaustibility adds an entirely new enhancement category called Rest Buff.  This enhancement's effects are available from levels 2 to 50. Inexhaustibility can be obtained by completing Secret Master of 5th Column Task Force or Strike Force.

Enhancements:
  • Inexhaustibility: Out of Combat +Hit Points/Endurance
Unique:
  • No more than 1 enhancement of this type may be slotted by a character. Slotting this enhancement into Rest will give the user a chance to recover Hit Points and Endurance at a rapid rate if they've been out of combat for 30 seconds or more. in a PvP zone the player will gain a chance to receive a dramatic boost to regeneration instead of the healing effect triggered by this power.  NOTE: Inexhaustibility can only be slotted into Rest and Rest does not need to be activated for this power's effect to be triggered.

Imperial Might

Imperial Might is a Knockback set with effects available from levels 17 to 50. This enhancement set features higher Accuracy, Endurance Reduction, and Recharge Time Reduction than other Knockback sets in exchange for not enhancing damage. Its unique proc converts Knockback into Knockdown.  Additionally, it possesses the signature 6th set bonus Total Might which converts all Knockback enhancements into Damage enhancements in the slotted power. These enhancements can be obtained by completing the Secret Master of Imperious Task Force.

          Set Bonuses:

  • 6-piece: Total Might Bonus: Converts all Knockback enhancements into Damage enhancements in the slotted power.

Forced Indoctrination

Forced Indoctrination is the first ever Universal Control Duration set with effects available from levels 10 to 50.  It can be slotted into any power that accepts immobilize, sleep, stun, hold, fear, or confuse. This unique enhancement set features Control Duration which enhances the power of any control effects, and also enhances a power's Damage, Accuracy, Endurance Reduction, and Recharge Time Reduction. Its proc is a chance for Psionic Damage, further increasing the set's damage-mindedness.  These enhancements can be obtained by completing the Secret Master of the Lady Grey Task Force.
