Features the release of Gadgetry and Force of Will pool power sets, Inferno and Frost epic masteries, Glowing skins, revamps to the Kheldian Archetypes and the Trick Arrow power set, High Contrast Menus, Cel Shading, and more!
Toggles no longer turn off when shape-shifting into Nova or Dwarf forms. However, their effects suppress and they are granted endurance to offset their endurance cost.

With this revamp, you will no longer need to enhance your Nova or Dwarf powers separately. Some powers have new unlock levels because of the new free multi-form powers:
Peacebringer's and Warshade's Max Hit Points have been increased from 2409 to 3212. This brings their potential Max Hit Points from Scrapper level up to Brute level.
White and Black Dwarfs now have their own Heal tables that are scaled up to account for their increased HP. This means the following:

You trap your foe in an energy net that significantly reduces their movement speed, attack rate, and regeneration rate for a short time. Affected foes will also be knocked out of the sky.
You fire a concentrated blast from a sophisticated energy gauntlet. Energy Gauntlet deals Moderate energy damage and will reduce the target's regeneration rate for a short time.
By activating this power will you will be able to fly at high speeds. While this power is active you will have the ability to engage a Turbo Boost for a short time to further speed up your flight. Recharge: Moderate
You fire off a series of energy blasts from an advanced energy gauntlet dealing Moderate energy damage to foes in a long cone in front of you. Gauntlet Barrage requires you to have two other powers from the Gadgetry power pool. Damage: Moderate, Recharge: Moderate
You activate an energy field around you for a short time that will absorb a high amount of damage before dissipating. Force Barrier requires you to have two other powers from the Gadgetry power pool. Recharge: Very Long
The pool has two visual customization themes, an Energy Gauntlet motif, and an alternate Laser-style theme, with three customization options:
Color Tintable (Gauntlet attacks with a customizable holographic glove aura)
No Glove FX (Gauntlet attacks without the holographic glove aura)
Wrist Blaster (Laser-style attacks)
The Jetpack power also has two customizations exclusive to Gadgetry: Boot Thrusters and Boot Repulsors.
Gauntlet Barrage features a unique compound animation, the first of its kind seen in City of Heroes. The Force Barrier power features a new sound fx crafted by one of our developers!

While this power is active you're able to leap great distances and jump incredibly high. In addition, while this power is active you're able to use Stomp, which will knockdown nearby foes.
You stomp your foot on the ground with tremendous force, shattering the earth beneath and knocking nearby foes off of their feet.

You project an unfocused blast of sheer force at foes in a short wide cone in front of you, dealing moderate psionic and smashing damage and potentially knocking targets down. Wall of Force requires you to have two other powers from the Force of Will power pool.
Unleashing your potential, you grant yourself a moderate boost to defense, regeneration rate, recovery, and recharge for a short time. Unleash Potential requires you to have two other powers in the Force of Will power pool. Unleash Potential will drain a portion of your endurance and prevent you from recovering endurance after its benefits expire. This crash can be mitigated by using the Presence power Unrelenting before using Unleash Potential.

Incapacitates a distant foe by charring him with smoldering soot and cinders. The target is left helpless, choking on the soot.

You can drain body heat from all nearby foes in order to replenish your own Endurance. The more foes affected, the more Endurance is gained. Foes suffer minimal Fire damage.

While this power is active, you get a good resistance to lethal, smashing, and fire damage. Fire Shield also provides minimal resistance to cold damage. You must be level 41 and have Char or Consume before selecting this power.

You can create a bonfire that knocks back and burns any foes who try to pass through it.

If you are defeated, you can rise from the ashes. The fiery resurrection blasts nearby foes with an explosion and knocks them down. You will revive with about half of your hit points and endurance. Rise of the Phoenix will actually leave you invulnerable.

You can freeze a single foe in a Block of Ice. The target is frozen solid, helpless, and can be attacked. More powerful foes may not be held, but all affected targets will be slowed.
Immobilizes a group of foes in icy traps. Deals minimal Cold damage over time and slightly Slows the targets. Slower and less damaging than Chilblain, but can capture multiple targets. More resilient foes may only be Slowed.
While this power is active, you coat yourself in rock-hard Frozen Armor. The hardness of the Frozen Armor offers good defense to Smashing and Lethal attacks as well as reduces Cold damage. Also, Fire attacks deal slightly less damage.
Activating this power covers you in a thick layer of Hoarfrost. The frost can absorb the impact from enemy attacks, effectively increasing your maximum Hit Points for a short time. Hoarfrost also grants you resistance to Toxic Damage.
When you activate this power, you encase yourself in a block of solid ice, making yourself invulnerable, though you are frozen solid and cannot act. While Hibernating within this block of ice, you heal damage and Recover Endurance at an incredible rate. You can emerge at will by deactivating the power, but you cannot Hibernate for more than 30 seconds.
Trick Arrow has finally received its long-awaited revamp in Rebirth Issue 4.
The Trick Arrow set was long overshadowed by other support sets, having lackluster effects on many of its powers and demanding that its users spend large amounts of time deploying many different arrows at the start of each fight to gain the set's full benefits. These weaknesses have been addressed by two sets of changes.
Power changes
Many Trick Arrow powers were previously weaker than similar powers in other sets, making the set's overall contribution significantly lower than other sets. To fix this, the base stats of many Trick Arrow powers have been improved to bring the set's total contribution up to par with other sets.
Acid Arrow: Resistance debuff increased from scale 2 to scale 3 (30% defender, 22.5% others) to match standard resistance debuff powers, radius increased from 8 feet to 10 feet.
Disruption Arrow: Resistance debuff increased from scale 2 to scale 3 (30% defender, 22.5% others) to match standard resistance debuff powers, target cap increased to the standard 16
EMP Arrow: Recovery crash reduced from -10000% to -100%
The range of all Trick Arrow powers has also been standardized to 80 feet.
Synergy effects
Since all Trick Arrow powers apply to enemy targets only rather than including buff or healing powers like other sets, the set requires a large amount of time to be invested in setting up arrows at the start of each fight. This means that it deploys its support capabilities slower than other sets, and also cuts into the time available for using other powers. Having only enemy-affecting powers is an important part of the set's identity and is not being changed, so instead, this drawback has been addressed by adding synergy effects between powers in the set. Using two or more Trick Arrow powers in a row now can give bonus effects, making them more than the sum of their parts and ensuring that Trick Arrow users are properly compensated for their investment of animation time.
Flash Arrow: Places 'Dazzled' effect - dazzled enemies have a minor accuracy penalty and suffer 20% increased defense and resistance debuffs from Acid Arrow, Disruption Arrow, and Oil Slick Arrow, plus an increased knockdown chance from Oil Slick Arrow.
Disruption Arrow: Enemies suffer reduced mez resistance, increasing mez durations (-40% for defenders, -33% for everyone else). Additionally, Entangling Arrow, Ice Arrow, Poison Gas Arrow, and EMP Arrow gain +1 magnitude to their mezzes against affected targets.
Oil Slick Arrow: The existing Oil Slick Burn effect has been converted into an in-set synergy by allowing Flash Arrow and EMP Arrow to ignite the oil slick.

They have been filed alphabetically in alphabetic menus. In curated menus, Sand is filed adjacent to Stone and the glowing skins are all often AFTER Paragon-era Fire and Ice options.
Note in some cases, certain textures are not supported with certain geometries due to quality or technical issues. For example, Sand is not supported on Folded or Finned Boots and Gloves. Plasma and Spectral are not available on Skirts.

Hips and Chest options have been built on top of the Rebirth asym torso code. The following options are now available for female and male models. Huge options are coming with huge asym torsos.
- Chests: In all categories for the chest itself. Garments such as jackets, robes, and togas are not affected. Baggy and Armored have their own unique set of glowing and animated textures.
- Hips: In Bottoms, Bottoms with Skin, legs on Skirts/Short or Kilts/Shorts, Jodhpurs. Tucked In and Armored have their own unique set of glowing and animated textures.

High Contrast Menus Option A new option is now available to help make the game interface easier to see. The "High Contrast Interface" option is intended to flatten out some of the buttons and interface elements to make the text clearer. For now the effects can be best seen on the costume and character select screens. This will be an ongoing effort and will be expanded out to other elements in the game as well. There are 2 ways to enable it. In the options menu under the "General" tab is an option that can be enabled per character. The other way is to add the arg "-highContrast" to the game launch params in your launcher of choice. Using the launcher arg will make the effect apply to all characters. Cel Shading We have introduced cel shading into the graphic options. To use it simply navigate to Menu, Options, Graphics and Audio, (enable) Experimental Graphics Settings, and (enable) Cel Shader. Global Chat A new global general chat channel has been made available. This new channel will work like LFG currently does and is automatically accessible without having to manually opt-in. This replaces the old opt-in Rebirth chat channel. You may need to edit your chat tabs to see the new chat.

Unlocked Samurai Menpo and Oni Guard (previously only available on Half Helmets) for Standard, Full Mask, Hats, and Hood categories for male, female, and huge.

Martial Assault's Masterful Throw is now correctly typed as a lethal attack rather than negative.
Masterminds were previously overlooked in the fix to make the resistance buff in Nature Affinity's Wild Growth power not resistible - this has been corrected.
Stalker Ice Melee and Radiation Melee: The AoE attacks in these sets now correctly have a chance to critically hit.
Stalker Radiation Melee, Atom Smasher: The stun effect in this power now actually functions.
Doppelganger NPCs for player characters with the Ninja Assault, Military Assault, Kinetic Assault, and Infiltrator Training power sets will now have appropriate powers to match the player they are mimicking.
The bright and dark versions of the FX for Radiation Blast's Neutron Bomb now properly sync with the sped-up animation.
Trick Arrow's Flash Arrow will no longer erroneously display arrow FX stuck into every target hit.
The missing fire hit FX for targets caught in a burning oil slick has been restored.
Fixed an FX bug that switched Power Surge to blue lightning for Brutes and Stalkers.
Ninja Assault attacks should no longer animate without the katana visible under certain circumstances.
Fixed several linked bugs that caused the Assault Rifle snipe power to be broken in both its fast and regular versions. The power will no longer erroneously redraw the assault rifle even if it is already drawn, the firing FX now correctly sync with the animation in all cases, the animation length, activation time, and hitframe timing now correctly sync up with each other, and it is no longer possible to activate another power before the snipe finishes animating. These fixes also apply to the Military Assault version.
Mastermind Heat Mastery, Rise of the Phoenix: Can now properly slot rez sets.
Mastermind Cold Domination, Infrigidate, Snow Storm, Sleet, and Heat Loss: Can now properly slot universal debuff sets.
Kinetic Melee's Burst can now correctly slot knockback sets.
Tanker/brute Arctic Mastery's Chilblain and Block of Ice can now correctly slot slow enhancements and sets.
Stalker Ice Melee, Build Up: The Assassin's Mark Stalker ATO set proc will now correctly recharge this power.
