Title: Cel shading?

Are the "cel chading" graphics settings not available here?  I can't seem to find the "Experimental Graphics Settings" option in graphics settings to enable them and a search of these forums for "cel shading" didn't give me any results.

Cel Shading is a Homecoming modification. I do not know if there are any plans to implement it on Rebirth as well.
