The empty slot in Lightning Storm above has an Imperial Might: Recharge/Chance for Knockdown/Knockback to Knockdown slotted in it.

This build has proven durable and fun, though even with three end-management powers, sometimes I'm barely avoiding running out. I have all the AoE dmg, Control, and Debuff of Storm, and sufficient ST dmg from Dark. I also have just enough heal in Moonbeam's slotting and Life Drain to keep my vertical, thanks to everything Storm brings. Freezing Rain > Blackstar is amazing damage too. I have Tactics' +ToHit IOs boosted to +5, so along with the Kismet +ToHit IO, means I barely have instasnipe for Moonbeam, which is very nice.

I never used Hurricane in the original version of this build, so I removed it to add Victory Rush - that third end-management power.

Blaster / Re: Rad/Martial Blaster build (aTomiGrrl)

This is a build which does fantastic in a team. If there's a large spawn, I'll pop in via Burst of Speed and use my PBAoEs: Atomic Blast, Irradiate, and Dragon's Tail, along with more Burst of Speed. If there's a single hard target, I'll get into melee and use Proton Volley (when Instasnipe is up*), Cosmic Burst and Eagle's Claw. When I need to stay at range, I'll hit single targets with Proton Volley, Cosmic Burst and X-Ray Beam.

*Due to how Reach for the Limit works, Instasnipe is often up, but not all the time. If there's enough team +ToHit around me, Instasnipe is up too.

Since I have Inner Will and Defiance, I don't really need Clarion. Since I have Reaction Time, as long a I stay in melee, I don't run out of End very often. So I picked up Barrier as my Destiny for more survivability - this works well.

I don't use Energy Gauntlet - it's only there to enable getting Force Barrier (a power which really helps with survivability).

Sadly, I don't use Ki Push very often, but it is there if I want the fun or need to use it.

The Amber Fist's origin bio:

In 2009, a scientist was performing some experiments regarding amber's electrical properties when some Circle of Thorns broke in, seeking to use his body as a host for their corrupt spirits. Unfortunately, they succeeded. However, due to the nature of their magic and the experimental equipment, some nearby amber picked up a fragment of the scientist's soul, slowly mutating and growing into a semblance of the scientist himself. This fragment has called itself "The Amber Fist" and joined the heroes of Paragon in their various quests.

Then the death of Primal Earth came.

Laster, when the long, frozen state of Paragon opened in a Rebirth, The Amber Fist woke as a fragment of his former self. It seemed there was a split in him - another became the villain Ambershock! The Amber Fist worked to quickly regain the powers he lost to prevent Ambershock from taking over the world! However, he's heard nothing from Ambershock in four years...

This thread will be a place to post my character bios and ongoing ersatz story between my characters, focusing on my namesake main (Wyldhaunt) and his nemesis group (currently "fronted" by Amberguard).

To start, here is Wyldhaunt's current bio:

Report: Wyldhaunt (originaly Wyldhunt) is an older villain plaguing this region. He is known as a Trow, originally from the Orkney Isles, who came to the Rogue Isles soon after Lord Recluse starting looking for a "Chosen One." Wyldhaunt's motives are not clear: he's fairly iconoclastic, and has no stated plans, instead seeming to just foment chaos and destruction. The old Wyldhunt was a solo brute at first; later he worked mostly through beast followers. Just after the Great Silence, he re-appeared with his new moniker, and seems more ghostly than before. This time, he had been found working mostly behind the scenes, creating Gnawt and Smelt, and providing safe harbor for other villains, such as Vespera and So Flow the Tears (the former hero). Most recently, he is again taking a more personal interest in villainy, especially in luring others to the "redside." We must watch this resurgence more closely, as it may prove much more destructive than any previous.

Hi Firemind, this statement doesn't appear to be correct for Rebirth: 'After an IO is crafted, an Enhancement Catalyst can be used on it to “attune” it.'

On Rebirth:
  • If we craft an IO from a recipe, it is a "crafted" IO. These cannot be attuned by any method I'm aware of, including Enhancement Catalysts.
  • If we purchase an attuned IO, it is attuned out of the box. We can use an Enhancement Catalysts on it to convert the "regular" attuned IO to a "superior" version of that attuned IO.
I'm replying here because the quoted wording is confusing some of our players.

As far as Vampire's Bite, is it just that the proc carries a lot of water?  I'll consider that one if I can afford it after Witchcraft.
The proc is the important one, however you might want to review the rest of the set for its bonuses just in case they offer something. too.

Lore: I was likely going here even if it wasn't a good pick but it sounds like it is!  :)  Should I get the two Blasters, or one and Support?  (I personally never feel like those do enough)
I tend to go core on all Lores and haven't really evaluated radial's support option versus core's all-damage for Scrappers. I do know that Polar Lights Core is my usual Lore because of the AoE damage and that the models are small so that I can actually see around them (contrasted to Banished Pantheon's, Rularuu's, others' frikkin' huge models).

Judgment: Spot on!  :D  Again, any thoughts on Core vs Radial, or does it even matter?
I'm always about the damage on Judgement, so I've never tried the radials.

Hi Generator, this is an ice-solid build! I'm sure others could show much more proc-fu with this, so I'm going to leave that reply to them ;) . My only suggestions, given your very-thematic build goals and results, is:
  • You're overslotted for ToHit/Accuracy, so you could at least shave the LotG: Def/End/Rech from indomitable Will for some other use.
  • Consider a little Halloween: 4-slot Superior Witchcraft (%-Res, Acc/Debuff, Acc/End/Rech, Debuff/End/Rech) in Warrior's Mark, and swap out Mako's Bite for Superior Vampire's Bite. At the very least, get the Superior Vampire's Bite %Heal proc going somewhere.

I noticed you don't have Incarnate powers listed. I suggest:
  • Alpha: Musculature Radial, for Damage, Endurance Modification, and ToHit Debuff
  • Destiny: Rebirth Core Epiphany, for more MaxHP (which will help you Regen even more), and Heal. Once you have your +15% HP from Accolades, using Rebirth Core will allow you to hit the Scrapper HP cap.
  • Lore: Polar Lights, because they're mega AoE damage and they're very thematic for your Ice.
  • Interface: Paralytic Core Flawless. While you could go the standard Reactive (extra Fire DoT which isn't very icy) or Degenerative (MaxHP Debuff which enemies won't stand long enough to matter), you might benefit more from Paralytic's -Def.
  • Judgement: Cryonic Core Final, because Ice theme!
  • Hybrid: Assault Core, for Damage.

If you don't mind a suggestion, should you be able to see your way over to Gadgetry (in lieu of Sorcery), Force Barrier would be close to perma with your combination of global recharge and Force Feedback procs. If you add in our typical league-wide +recharge buffs, you'd probably get the rest of the way there. With 5408 HP (from Hoarfrost/Force Barrier combined... when used in that order), I see no reason Isskjelv couldn't Facetank, well... everything!  ;D

I never mind suggestions, especially when relayed in the kind manner you use, and frankly never really looked at Force Barrier, but... wow. Of course, it would mean losing the sometimes on/sometimes off +Res from Rune of Protection, but having a ~1640HP Absorb (2-slotted with Preventive Medicine Heal/Rech & Heal/Rech/End) refreshable more often than every 42s (with the duration of 30s) looks really appealing. Small side benefit: rather than the unused Spirit Ward (which I always forget to cast because I have other things on my mind/action list), I could gain Energy Gauntlet, which would allow me an actual ranged attack chain (with Gloom and Taunt) for the times which can use that. Time to shuffle a couple of powers/slots around in my Mids build, then a respec, then for some experiential testing!

Rikti Magi have not been changed on Rebirth. We have experienced issues league-wide with Rikti Magi during MSRs in the past (especially early on), until our regular leagues learned to bring plenty of Clarion for the bowl, which is one reason for our strats. However, for the melee which goes out and gathers Rikti from the outlying saucer areas, the protections cast in the bowl don't help so much.

I have heard from another player that our former player who led the effort to formulate our strategies, while playing a kitted out Shield/Axe Tanker with a Ice/Pain 2nd-account nearby for support, could handle up to 20 Magi - this is obviously hearsay as I detail here, but I do know they actually challenged our melee to pull enough Magi to wipe the league, with a reward for the person who could. That eventually did happen.

I am more comparing the performance of this build to my Inv/Savage (Gnawt) build, which does have to be concerned more with Magi; they've mezzed Gnawt and almost taken him out several times. I'm attributing Isskjelv's better performance to the improved S/L/E/N Defense and Fire/Energy Res of Isskjelv's build over Gnawt's, though it is possible that I've simply learned to play better. Either way, when I do MSRs, I'm going to continue to push Isskjelv and see just how many Rikti Magi he can handle, just so I can learn the limits of this build.

Oh, regarding "The lack of detoggle upon mez also probably has something to do with the difference here on Rebirth," Rebirth hasn't changed anything regarding this. Offensive toggles are still detoggled on mez. In issue 13 of CoX's original run, Paragon stopped detoggles of most non-offensive toggles upon mez. Anything causing mez was much more dangerous before then, of course including Rikti Magi. Now, defensive toggles still suppress during mez, but at least they don't detoggle.

Yesterday I found that Anti-Matter in the Keyes iTrial can still make life interesting for Isskjelv, needing a few green inspirations to tank him during the first phase of that. Today I found that MSR Rikti Magi are nothing to handle. I pulled at least 8 during one wing's pull - I did have to occasionally heal with Dull Pain, but needed nothing more often.
