On the Controller at least, Witchcraft Universal Debuff set is not usable for Siphon Power, Siphon Speed, Transference, Transfusion, and Fulcrum Shift even though they apply debuffs.
Note - Witchcraft Universal debuff set does work with Siphon speed.
