Witchcraft: Universal Debuff not usable for most Kinetics powers

On the Controller at least, Witchcraft Universal Debuff set is not usable for Siphon Power, Siphon Speed, Transference, Transfusion, and Fulcrum Shift even though they apply debuffs. 

Note - Witchcraft Universal debuff set does work with Siphon speed.
