My global handle is @Thilenium and my ingame characters start with or contain 'Thile' in their name - no exception. So far I have played and equipped about 20 characters. ten of which I took through the incarnate stuff. Others I 'swiped left'.
After my Brute build (see 'Brute, the CoH-Workhorse (Super Strength - Bio Armor)') my second favourite build. The build represents the current status of my gear and also my zillion hours of experience in improving and reviewing on character builds (tailored to my tastes - sure. and that is where we might not find common ground. but see for yourself).

a) The role of a Controller
The Corruptor used to be the support in vanilla, the Dominator provided the Crowd Control. Now that both sides can pick Controllers and both sides can traverse to each others side, neither Corruptor nor Dominator are that important anymore.
When I look at Control powers - choosing primaries, secondaries and power pools - I look at it whether or not I find enough skills that compliment team play. A Controller and especially the one presented here becomes more efficient the larger the team is.
b) Kinetics as Secondary
This Secondary can be summarized pretty much with the skills 'Speed boost' and 'Fulcrum Shift'. The first gives a temporary buff to your team that enhances recharge/endu regen/movement speed for two minutes to the whole party. 'Fulcrum Shift' debuffs the damage of up to ten enemies in a wide area and buffs your own teams damage for each enemy hit. Frankly I could stop right here. If Kinetics consisted just of those two skills it still would be dope. It has a heal that heals in an area around an enemy, but it is not for heals that Kinetics is good.

c) Earth Control Primary
The choice for this primary is also a very easy one. 'Quicksand', available at lvl 6, is probably the most satisfying form of Crowd Control out there. It creates a large field at a targeted position that pulls nearby enemies in and that enhances proceedings by a lot. It also debuffs defense, making enemies easier to hit, and recharges quite fast (currently at about 11 seconds). With this one power the whole benefit for this Primary is also summarized. The rest is complimentary almost.

d) Utility through Power Pools
+ A small improvement for everyone in the team but always active: 'Assault' and 'Tactics'.
+ To allow for low level solo content and for set boni I included the Fighting Pool.
+ This build (and 95% of my other builds) contains 'Invisibility' which helps with shortening missions. Find the target on the map, buff up right next to it and cancel the skill.
e) Attack chains for single target and area of effect
Cast 'Qicksand' under any encounter. Keep 'Speed Boost' and 'Fulcrum Shift' up. The rest is as you like. Very chill.
