Bug Fixes:
Fixed a bug with Guardian Fiery Composition's Phoenix Awakening that caused the effects of the power to unintentionally stack excessively instead of only once as intended, dealing highly imbalanced amounts of damage and possibly affecting server stability. The base stats of the power remain unchanged.

City of Heroes Pride Event



Pride comes to City of Heroes Rebirth! This is the start of a new but humble event that we'll be running during most of June. During the Pride event a rainbow will appear in the skies of Atlas Park, Cap au Diable, and Nova Praetoria. (Astute observers may notice the rainbow changing colors!) Anyone who logs into the game during the event will receive the Proud badge.



  • A rainbow will appear in the north sky of Atlas Park and Cap au Diable as well as in the east sky of Nova Praetoria.
  • As you watch, the colors of the rainbow shift and change. Astute observers may notice familiar colors in the mix...

Security & Bug Fixes
The following security and bug fixes should have no impact in the game world:

  • Backend software updated to handle a potential stability issue that can arise from a bug in the server communication handling.  The issue could affect anything associated with the mapserver or login operation.
  • Backend software updated to handle denial of service attacks.
  • Fixed an exploit that could be used to transfer a character.
  • Added extra character validation to account fields to prevent erroneous data transmission.

Patch Notes:
  • All continuous spherical Attract effects now have an inner radius of 5 feet, unless they already had a larger one. This small dead zone prevents the jitter bug where affected entities rapidly move back and forth near the center of the effect, without impacting the overall attract effectiveness. This affects all versions of Quicksand, Whirlwind, and the attract effects on Gravity's Singularity and Wind's Vortex. (Containment Shell and Black Hole already had inner radii.)
  • Attract on Quicksand and Black Hole split into player-affecting and critter-affecting effects, and restored the missing tohit check on the player-affecting versions, following the lead of other continuous attract/repel powers. This means that these powers will now correctly not be 100% reliable against player targets, as intended for these types of effects.
  • Apex Task Force, Mission 2: Battle Maiden and her ambushing Animated Swords will now spawn correctly, so the mission can once more be completed. Note: as a side effect of this fix, the Apex Task Force will not be eligible for Genesis Wave spawns until a future fix can be applied.
  • Mender Silos Strike Force, Mission 2: Sister Psyche once more spawns correctly.

FOR TESTING PURPOSES ONLY - WILL BE REVERTED BEFORE GOING LIVE
  • Task forces have had their minimum team size requirement reduced to 1.
  • The 'completetask' command has been unlocked, to allow testers to quickly skip missions that are already known to be working properly. To use, simply type '/completetask 0' in the chat window when the mission you want to skip is active. You do not need to actually enter the mission.

Patch Notes:

  • Break Free type inspirations now protect against Attract.
  • Overwhelming Force enhancements now always drop at level 1 internally, correctly allowing characters of all levels to use them and allowing them to stack in base enhancement tables. This fix only affects newly awarded enhancements, pre-existing enhancements will remain the same.
  • Unrelenting once again accepts Rez IO sets.
  • Fixed incorrect float text when converting Challenge Enhancements.
  • Fixed missing textures on some Carnival of Shadows-themed costume parts.

Patch Notes:
- Corrected an issue with the internal level of Challenge Enhancements that prevented them from being placed in the auction house or being slotted by low level characters.
- Fixed an issue that caused powers slotted with the full set of Imperial Might to still inflict knockback on targets.

Note that the fix for Challenge Enhancements only fixes newly awarded enhancements; existing enhancements will not be affected. If you have already earned Challenge Enhancements and wish for them to be swapped out for the fixed versions, please create a support ticket with the PPD Drone on discord.

New Incarnate Power: Genesis

Genesis holds the power of creation.  With its power, Genesis enhances the effects of one of your other Incarnate powers.  Additionally, Genesis creates a new version of that Incarnate power.  Genesis Incarnate powers are not as strong as the original Incarnate power but they can be used anytime--even while exemplaring.

Rebirth Issue 6 introduces Genesis with four types of Incarnate power trees to choose from.


Data: Increases Lore pet's damage and Max HP. Grants Data pets from the Well of the Furies to serve you.
Fate: Increases Destiny effects. Grants power Fate PBAoE Ally Buffs.
Socket: Increases Interface proc chances, Max HP and Max Endurance. Adds Socket power to most damaging attacks.
Verdict: Increases Judgement damage. Grants power Verdict AoE Damage.

Unlock Genesis with the new Advanced Physical Incarnate experience available in the Magisterium, Dark Astoria, Number Six story arc, or Pandora Energy.





Pandora's Box Has Been Opened...
...The World Will Never Be The Same.



The opening of Pandora's Box has unleashed the "Genesis Wave", vast amounts of primordial energy that ripple through the very fabric of reality.  The Genesis Wave empowers those that it touches, be they good or evil. Ride the wave in Issue 6: Dawn of Genesis!



Pandora altars have started appearing throughout time and space.  Their presence unleashes great power on anyone around them. You might find them during Task Forces, Strike Forces, or during bank/mayhem side missions.  Those affected will bask in the glow of this energy and gain great power for a short time. 



This energy even awakens latten incarnate power and level shifts earlier than anyone imagined possible.  Your rivals will suddenly be a fierce force to contend with.  Defeat them to take their energy and start unlocking your incarnate powers earlier, as they do.  Once defeated claim the altar's power for yourself and your allies.

Notes for playtesters:
Pandora Altars have a chance to appear towards the end of most Task Forces, Strike Forces, and Bank/Mayhem side missions.  Larger team sizes have a greater chance to spawn them.
They emit Pandora Energy which provides Pandora Buffs and one or more level shifts to nearby foes.
The amount of Energy depends on the altar tier.  Bronze Altars emit 1 level shift.  Silver Altars emit 2 level shifts. Gold Altars emit 3 level shifts.
When an altar appears its tier will be random, however, there's a greater chance for Bronzes than Silver, and Silver than Gold.
Defeat the foes and drain the altar of its Energy to give yourself and your team lucrative rewards.  By doing so you'll receive: Incarnate XP if you're character is already level 50, Influence (and lots of it), A rare recipe drop, and a temporary Pandora Buff for the remainder of the mission.

New Challenges, New 'Master of' Badges, and New Alpha Component Incarnate Path





Three new challenge settings: 'No Set Bonuses', 'No Incarnate Powers', and 'No Incarnate and Temporary Powers', pave the way for more challenging gameplay, dozens of new badges, new unique and better rewards, and the first-ever alpha component incarnate path.


Interface, Lore, Judgement, and Destiny now have Alpha component recipes through tier 4.

Unique:

  • No more than 1 enhancement of this type may be slotted by a character. Slotting this enhancement into Rest will give the user a chance to recover Hit Points and Endurance at a rapid rate if they've been out of combat for 30 seconds or more. in a PvP zone the player will gain a chance to receive a dramatic boost to regeneration instead of the healing effect triggered by this power.  NOTE: Inexhaustibility can only be slotted into Rest and Rest does not need to be activated for this power's effect to be triggered.

Its unique proc converts Knockback into Knockdown.  Additionally, it possesses the signature 6th set bonus Total Might which converts all Knockback enhancements into Damage enhancements in the slotted power. These enhancements can be obtained by completing the Secret Master of Imperious Task Force.

Its proc is a chance for Psionic Damage, further increasing the set's damage-mindedness.  These enhancements can be obtained by completing the Secret Master of the Lady Grey Task Force.

Epic Pool Power Proliferation: Martial Prowess
Martial Prowess is an Epic power pool that has been expanded to Tankers and Brutes.  Your experience in melee combat and your drive to improve have given you access to new techniques from various disciplines. You utilize skills from archers and warriors of the medieval age to ninjitsu techniques of the shinobi.




Throwing Dagger
Ranged, Immobilize, Minor DMG(Lethal), Minor DOT(Lethal) Foe -Regen

Scouts and warriors have used small throwing blades to distract and weaken since metal was first smelted. You throw a knife to strike at a vital point on your foe. This does Minor Lethal damage, immobilizes the target, and inflicts a minor lethal DoT that moderately reduces their regen. Recharge: Moderate

Battle Hardened
Auto: +Max HP, +Max End

Your experience in combat has given you strength and stamina! This power costs no endurance and increases your Max HP and Endurance.

Bodkin Bolt
Ranged, High DMG(Lethal), -Def (All), -Res(All)

You employ a crossbow to launch an armor-piercing bodkin bolt at your target. This will strike for high damage and leave the enemy with less resistance and defense for a short while.  You must be level 41 and own Throwing Dagger or Battle Hardened to purchase this power. Damage: High, Recharge: High

Art of War (Tankers only)
Auto: Global Chance of +DMG (all), +End Discount

Your practiced moves allow you to get into a rhythm that blends a perfect combination of offense and defense. Every attack you make has a high chance of increasing your damage (all) and endurance discount for 10 seconds as your rhythm makes your attacks more efficient. This effect stacks 3 times. You must be level 41 and own Throwing Dagger or Battle Hardened to purchase this power.
Note: This power is exclusive to Tankers

Reckless Abandon (Brutes only)
Self +Fury, +Res (all)

You succumb to your rage and begin fighting with no regard for your well-being. This power gives you a large amount of Fury and increases your damage resistance to everything for 30 seconds as you become too angry to feel the damage. You sacrifice a portion of your health in your ferocity.  You must be level 41 and own Throwing Dagger or Battle Hardened to purchase this power. Recharge: Long
Note: This power is exclusive to Brutes

Valiance
Toggle: Self +Regen; Ally +Regen, +Res (Fear, Confuse)

You prefer to lead by example; inspiring others by your presence and bravery. While this power is active you will gain regeneration. Allies in your vicinity will gain regeneration and resistance to fear and confuse effects. You must be level 44 and own two other powers from Martial Prowess to purchase.



Epic Pool Power Proliferation: Munitions Mastery
Munitions Mastery is an epic power pool that has been expanded to Guardians. Your Mastery of weapons and Munitions gives you tools to blast your foes and increase your capabilities.



Taser Jolt
Melee, High DMG (Energy), Foe Disorient

Blasts the target with a high-voltage discharge from a powerful handheld stun gun. This melee attack deals high Energy damage and will Disorient most opponents. Damage: High, Recharge: Slow

Attack Munitions
Ranged (Targeted AoE), Moderate DMG (Lethal/Smash OR Lethal), Knockback, Special

You have access to a variety of munitions to blast groups of foes. By default this power will throw a hand grenade at your foes, dealing moderate Smashing and Lethal damage to all foes within the blast radius and potentially knocking them back. If you are trained in Military Assault, this power will instead fire the grenade from under the barrel of your Assault Rifle. If you are trained in Gun Fu, when using this power you will instead use specialized ammo and your training to fire an arcing Bullet Rain from your pistols, dealing moderate Lethal damage to all foes in the attack's radius and possibly knocking them back. Damage: Moderate, Recharge: Slow

Superior Conditioning
Auto: Self +Endurance

Your Superior Conditioning has increased your maximum endurance by 5%. You must be level 41 and have Taser Jolt or Attack Munitions before selecting this power.

Targeting Drone
Toggle: Self +To Hit, +Perception, Res(DeBuff To Hit)

When this device is activated, the small Targeting Drone hovers around your head and emits targeting laser sights. The lasers can dramatically improve your chance to hit and increase your perception, allowing you to better see stealthy foes. Targeting Drone also grants you resistance to powers that debuff your chance to hit. This is a toggle power and must be activated and deactivated manually. Like all toggle powers, Targeting Drone costs endurance while active. You must be level 41 and have Taser Jolt or Attack Munitions before selecting this power. Recharge: Slow

Surveillance
Ranged, Foe -DEF, -RES (All)

When this power is activated, you focus your senses to analyze your target's defensive capabilities and discover their weaknesses.  By sharing your knowledge of the target's weaknesses with your team mates, you effectively reduce their defense and resistance to damage. Your Combat Attributes Window will also show the combat attributes of the target. You must be level 44 and have two other Munitions Mastery Powers before selecting this power. Recharge: Slow


Broadsword and Katana Proliferation



Power Set Proliferation has made Broadsword and Katana available to the Tanker Archetype.




Quality of Life Changes

Vigilance: Defender's inherent now receives a 10% endurance discount for the first three teammates and reduce the per health discount to 0.55.

Some powers have become a lot more Attractive.

Added Attract to powers that thematically fit.

Black Hole (Controller, Corruptor, Defender, Mastermind, Ghost Widow)

  • Now attracts foes inward towards the center of the black hole.
  • Radius increased from 20 to 25.
  • Allies that step inside the radius of the Black Hole will be phase-shifted like foes.
  • Now accepts Immobilize enhancements.

Whirlwind (Wind Control Vortex, Synapse, Cyrus Thompson)

We've added a number of new costume pieces that are sure to help fill thematic gaps!

  • Turtleneck Collar for Male and Female (Detail 2)

    • Leather, Fleece, Cotton, Zipped Fleece, and Zipped Cotton variants
  • Headscarf for Male and Female (Hair/Detail 2)

    • Hair variant has an extra colorable layer underneath the hood, Detail 2 variant is tight to the head and fits under hats/helmets
  • Graphic Cropped Tee for Female (Upper Body Detail)

    • Features most chest emblems as shirt prints! Will be updated with the full library over time (This is a deeply tedious process, forgive me)
  • Fingerless Tights for all body types

    • Supports glove diversification sub-textures, and patterns over the fingerless tights


Updated Costume Parts

Fighter Gloves are now available on both Male and Huge body types.  They can also be paired with Jackets for all three body types.  Additionally, finger textures have been integrated into the Fighter Gloves allowing you to choose hundreds of variations.

The Shinobi Scarf and Shinobi Headband/Blindfold can now be paired with Full Mask, Half Helmet, and Full Helmet categories.


Detail (2) Expansions

Certain Face Detail 2 options for Male and Female are now nested in sub-categories, as opposed to listing separately. If you're not finding one in the menu, it's probably in a sub-menu! This was a technical change necessitated by certain Detail 2 work.

  • Shinobi Scarf's "For Capes" variant is now a sub-option
  • Bubble Helmet's breather and tube variants are now sub-options
  • Cosmic Corsair's Tube variant is now a sub-option

PTS Update - Rebirth Issue 6: Dawn of Genesis







New Incarnate Power: Genesis

Genesis holds the power of creation.  With its power, Genesis enhances the effects of one of your other Incarnate powers.  Additionally, Genesis creates a new version of that Incarnate power.  Genesis Incarnate powers are not as strong as the original Incarnate power but they can be used anytime--even while exemplaring.

Rebirth Issue 6 introduces Genesis with four types of Incarnate power trees to choose from.


Data: Increases Lore pet's damage and Max HP. Grants Data pets from the Well of the Furies to serve you.
Fate: Increases Destiny effects. Grants power Fate PBAoE Ally Buffs.
Socket: Increases Interface proc chances, Max HP and Max Endurance. Adds Socket power to most damaging attacks.
Verdict: Increases Judgement damage. Grants power Verdict AoE Damage.

Unlock Genesis with the new Advanced Physical Incarnate experience available in the Magisterium, Dark Astoria, Number Six story arc, or Pandora Energy.





Pandora's Box Has Been Opened...
...The World Will Never Be The Same.



The opening of Pandora's Box has unleashed the "Genesis Wave", vast amounts of primordial energy that ripple through the very fabric of reality.  The Genesis Wave empowers those that it touches, be they good or evil. Ride the wave in Issue 6: Dawn of Genesis!



Pandora altars have started appearing throughout time and space.  Their presence unleashes great power on anyone around them. You might find them during Task Forces, Strike Forces, or during bank/mayhem side missions.  Those affected will bask in the glow of this energy and gain great power for a short time. 



This energy even awakens latent incarnate power and level shifts earlier than anyone imagined possible.  Your rivals will suddenly be a fierce force to contend with.  Defeat them to take their energy and start unlocking your incarnate powers earlier, as they do.  Once defeated claim the altar's power for yourself and your allies.

Notes for playtesters:
Pandora Altars have a chance to appear towards the end of most Task Forces, Strike Forces, and Bank/Mayhem side missions.  Larger team sizes have a greater chance to spawn them.
They emit Pandora Energy which provides Pandora Buffs and one or more level shifts to nearby foes.
The amount of Energy depends on the altar tier.  Bronze Altars emit 1 level shift.  Silver Altars emit 2 level shifts. Gold Altars emit 3 level shifts.
When an altar appears its tier will be random, however, there's a greater chance for Bronzes than Silver, and Silver than Gold.
Defeat the foes and drain the altar of its Energy to give yourself and your team lucrative rewards.  By doing so you'll receive: Incarnate XP if you're character is already level 50, Influence (and lots of it), A rare recipe drop, and a temporary Pandora Buff for the remainder of the mission.

Three new challenge settings: 'No Set Bonuses', 'No Incarnate Powers', and 'No Incarnate and Temporary Powers', pave the way for more challenging gameplay, dozens of new badges, new unique and better rewards, and the first-ever alpha component incarnate path.


Interface, Lore, Judgement, and Destiny now have Alpha component recipes through tier 4.

Inexhaustibility adds an entirely new enhancement category called Rest Buff.  This enhancement's effects are available from levels 2 to 50. Inexhaustibility can be obtained by completing Secret Master of 5th Column Task Force or Strike Force.



Enhancements:

  • Inexhaustibility: Out of Combat +Hit Points/Endurance
Unique:

  • No more than 1 enhancement of this type may be slotted by a character. Slotting this enhancement into Rest will give the user a chance to recover Hit Points and Endurance at a rapid rate if they've been out of combat for 30 seconds or more. in a PvP zone the player will gain a chance to receive a dramatic boost to regeneration instead of the healing effect triggered by this power.  NOTE: Inexhaustibility can only be slotted into Rest and Rest does not need to be activated for this power's effect to be triggered.

Imperial Might is a Knockback set with effects available from levels 17 to 50. Its unique proc converts Knockback into Knockdown.  Additionally, it possesses the signature 6th set bonus Total Might which converts all Knockback enhancements into Damage enhancements in the slotted power. These enhancements can be obtained by completing the Secret Master of Imperious Task Force.

This unique enhancement set features Control Duration which enhancements the power of any control effects, and also enhances a power's Damage, Accuracy, Endurance Reduction, and Recharge Time Reduction. Its proc is a chance for Psionic Damage, further increasing the set's damage-mindedness.  These enhancements can be obtained by completing the Secret Master of the Lady Grey Task Force.

Rebirth of the Community Information Kiosk

Community Information Kiosks were originally functional in-game leaderboards for tracking player stats released in Issue 2: A Shadow of the Past during the original run of the game. They were removed from the original game after causing performance issues. Special thanks to Pazaz for restoring their functionality.

With Rebirth issue 6, the long-dormant Kiosks spring to life once more!  Kiosks will be present on both hero and villain sides.  Players will be able to compete for spots on the leadership boards in areas such as:

  • Top Ten 'Victors' - Highest Overall Scores
  • Top Ten 'Punishers' - Most Damage Given
  • Top Ten 'Healers' - Most Healing Given
  • Top Ten 'Nemeses' - Most Mobs Defeated
  • Top Ten 'Arena' - Most Players Defeated

We can't wait to see who'll be the City's top punishes!









Epic Pool Power Proliferation: Martial Prowess
Martial Prowess is an Epic power pool that has been expanded to Tankers and Brutes.  Your experience in melee combat and your drive to improve have given you access to new techniques from various disciplines. You utilize skills from archers and warriors of the medieval age to ninjitsu techniques of the shinobi.




Throwing Dagger
Ranged, Immobilize, Minor DMG(Lethal), Minor DOT(Lethal) Foe -Regen

Scouts and warriors have used small throwing blades to distract and weaken since metal was first smelted. You throw a knife to strike at a vital point on your foe. This does Minor Lethal damage, immobilizes the target, and inflicts a minor lethal DoT that moderately reduces their regen. Recharge: Moderate

Battle Hardened
Auto: +Max HP, +Max End

Your experience in combat has given you strength and stamina! This power costs no endurance and increases your Max HP and Endurance.

Bodkin Bolt
Ranged, High DMG(Lethal), -Def (All), -Res(All)

You employ a crossbow to launch an armor-piercing bodkin bolt at your target. This will strike for high damage and leave the enemy with less resistance and defense for a short while.  You must be level 41 and own Throwing Dagger or Battle Hardened to purchase this power. Damage: High, Recharge: High

Art of War (Tankers only)
Auto: Global Chance of +DMG (all), +End Discount

Your practiced moves allow you to get into a rhythm that blends a perfect combination of offense and defense. Every attack you make has a high chance of increasing your damage (all) and endurance discount for 10 seconds as your rhythm makes your attacks more efficient. This effect stacks 3 times. You must be level 41 and own Throwing Dagger or Battle Hardened to purchase this power.
Note: This power is exclusive to Tankers

Reckless Abandon (Brutes only)
Self +Fury, +Res (all)

You succumb to your rage and begin fighting with no regard for your well-being. This power gives you a large amount of Fury and increases your damage resistance to everything for 30 seconds as you become too angry to feel the damage. You sacrifice a portion of your health in your ferocity.  You must be level 41 and own Throwing Dagger or Battle Hardened to purchase this power. Recharge: Long
Note: This power is exclusive to Brutes

Valiance
Toggle: Self +Regen; Ally +Regen, +Res (Fear, Confuse)

You prefer to lead by example; inspiring others by your presence and bravery. While this power is active you will gain regeneration. Allies in your vicinity will gain regeneration and resistance to fear and confuse effects. You must be level 44 and own two other powers from Martial Prowess to purchase.



Epic Pool Power Proliferation: Munitions Mastery
Munitions Mastery is an epic power pool that has been expanded to Guardians. Your Mastery of weapons and Munitions gives you tools to blast your foes and increase your capabilities.



Taser Jolt
Melee, High DMG (Energy), Foe Disorient

Blasts the target with a high-voltage discharge from a powerful handheld stun gun. This melee attack deals high Energy damage and will Disorient most opponents. Damage: High, Recharge: Slow

Attack Munitions
Ranged (Targeted AoE), Moderate DMG (Lethal/Smash OR Lethal), Knockback, Special

You have access to a variety of munitions to blast groups of foes. By default this power will throw a hand grenade at your foes, dealing moderate Smashing and Lethal damage to all foes within the blast radius and potentially knocking them back. If you are trained in Military Assault, this power will instead fire the grenade from under the barrel of your Assault Rifle. If you are trained in Gun Fu, when using this power you will instead use specialized ammo and your training to fire an arcing Bullet Rain from your pistols, dealing moderate Lethal damage to all foes in the attack's radius and possibly knocking them back. Damage: Moderate, Recharge: Slow

Superior Conditioning
Auto: Self +Endurance

Your Superior Conditioning has increased your maximum endurance by 5%. You must be level 41 and have Taser Jolt or Attack Munitions before selecting this power.

Targeting Drone
Toggle: Self +To Hit, +Perception, Res(DeBuff To Hit)

When this device is activated, the small Targeting Drone hovers around your head and emits targeting laser sights. The lasers can dramatically improve your chance to hit and increase your perception, allowing you to better see stealthy foes. Targeting Drone also grants you resistance to powers that debuff your chance to hit. This is a toggle power and must be activated and deactivated manually. Like all toggle powers, Targeting Drone costs endurance while active. You must be level 41 and have Taser Jolt or Attack Munitions before selecting this power. Recharge: Slow

Surveillance
Ranged, Foe -DEF, -RES (All)

When this power is activated, you focus your senses to analyze your target's defensive capabilities and discover their weaknesses.  By sharing your knowledge of the target's weaknesses with your team mates, you effectively reduce their defense and resistance to damage. Your Combat Attributes Window will also show the combat attributes of the target. You must be level 44 and have two other Munitions Mastery Powers before selecting this power. Recharge: Slow

Power Set Proliferation has made Broadsword and Katana available to the Tanker Archetype.







Power Info Emergence

We have significantly enhanced the user interface for power information to provide players with a wider range of data.  Ever since its initial release in Issue 12, players have had access to real-time power information through the power user interface.  As powers became more complex, the user interface became inadequate in conveying this information.  Although secondary resources like MIDS and Red Tomax's City of Data are invaluable resources, we believe that you should have all power information at your fingertips without needing to go to secondary resources for information.  In Rebirth Issue 6, we're taking a significant step toward this goal and have added the following functionality:

A number of powers with blank detailed info will now show up.




Power redirects, in which one power becomes a different power under certain circumstances, can now be displayed.




When a power grants a state, the UI can now show how long that state lasts.




Variable effects based on stacks of a power can now be displayed.




When a power's effects have different target areas, that can now be displayed.




Activate periods on toggles and auto powers are now displayed (which impact how often an effect fires).




For this issue, special attention was given to Beam Rifle, Force Fields, Peacebringers, Psionic Melee, Radiation Armor, Radiation Melee, Savage Melee, Trick Arrow, Warshades, Water Blast, Water Control, and Wind Control.

This system will continue to be expanded in future issues.

Quality of Life Changes


Vigilance: Defender's inherent now receives a 10% endurance discount for the first three teammates and reduce the per health discount to 0.55.


Training, Dual Origin, and Single Origin Enhancements will degrade a whole lot slower.

Expanded the number of levels for the loss of effectiveness of TO/DO/SO enhancement boosts so they wear out gradually over nine levels below the character's level.

Expanded the level above effectiveness by 1 to permit leveling characters to slot TO/DO/SO drop at the max level of their content.  This prevents a situation where both current enhancements could expire while a character is leveling and receiving drops that they cannot slot for another level yet.


Some powers have become a lot more Attractive.

Added Attract to powers that thematically fit.

Black Hole (Controller, Corruptor, Defender, Mastermind, Ghost Widow)

  • Now attracts foes inward towards the center of the black hole.
  • Radius increased from 20 to 25.
  • Allies that step inside the radius of the Black Hole will be phase-shifted like foes.
  • Now accepts Immobilize enhancements.

Whirlwind (Wind Control Vortex, Synapse, Cyrus Thompson)

  • Now has a 25ft Attract radius.

A new option lets you disable the blinking email notification. Plus, emails will no longer discard claimed items when there isn't enough space in your inventory.


Reduced the respawn rate on enemy encounters in Atlas Park and Mercy Island from 20 seconds to 60 seconds.

General

  • Magisterium Incarnate Trial: Added a period of Untouchable to Tyrant while he is depowering.
  • Task Forces and Strike Forces now display the correct minimum team size requirements. (4 in most cases)
  • Underground Trial should now remove "Glowing Lichen" temporary power upon completion
  • The badge tracking window should now remember its position even after zoning

Powers

  • Wind Control's Clear Skies icon will now only appear in the status bar when the power is active.
  • Radiation Assault's Contamination Immunity lockout has been removed. This was a remnant from early iterations of radiation powers and was inconsistent with other radiation melee sets
  • Stalker Savage Melee's Blood Frenzy will now correctly account for stacks.  In general, this should mean more damage from powers that scale based on stacks of Blood Frenzy
  • Teleport bonuses for owning multiple powers in the Teleportation Pool will now grant properly.
  • Archery's Ranged Shot instant snipe highlighting restored.
  • Kismet's +To Hit enhancement, now correctly references +To Hit.  Previously, it erroneously referenced Accuracy.
  • Irradiated Ground now deals toxic damage as described in its tooltip and description.
  • Beta Decay's Tanker and Scrapper version now grants the larger recharge bonus for the first target as intended.
  • Frozen Fists' description no longer references bruising for Scrappers and Stalkers.
  • The Day Job Power Invigorate's tooltip now states that it can only be used in AE.  This was already referenced in the long description.
  • Reach for the Limit's duplicated toxic and psionic damage buff removed.
  • Lightning Rod's description now states that you must be on the ground to activate it.  The power was not modified.
  • Psionic Melee powers can now be properly linked in chat.

- Many instances of double % showing up in chat have been corrected and should now show the expected single %.
- Bio Armor should now swap between adaptations with a single click.

- Backend work applied to isolate the Rebirth specific shader caching into it's own folder separate from the common location that used to be used by all COX private servers. For players who play on multiple servers, this keeps incompatible graphics changes made by other servers from breaking graphics while playing on Rebirth.

- Implemented further fixes for teleport effects failing to go off, by adding server-side checks to attempt to correct invalid target locations. If the location cannot be corrected, an error message will be displayed to notify players.

New Pool Power Set: Experimentation
Experimentation gives you access to poisonous ranged attacks as well as powers that boost your attack power and the survivability of your allies. This pool's travel power is Speed of Sound. While active, this power allows you to run at incredible speeds and also gives you access to the Jaunt power. Jaunt allows you to quickly teleport long distances once every so often.




Experimental Injection
Short Ranged, Ally +Regeneration, +Recovery, +Res(Status)

You inject an ally with a compound that greatly boosts their regeneration, recovery and resistance to status effects for a short time. Recharge: Long

Toxic Dart
Ranged, Minor DMG(Lethal), High DMG(Toxic)

You fire a toxic dart at your target causing a very minor amount of immediate lethal damage followed by a High amount of toxic damage over time. Recharge: Moderate

Speed of Sound
Toggle: Self +Speed, (Special)

Your experiments have yielded incredible results. By activating this power, you're able to run at incredible speeds. In fact, while this power is active, you gain access to the Jaunt power. Jaunt allows you to teleport to a distant location once every short while. Recharge: Moderate

  • Jaunt
    • Click, Self Teleport
    • Clicking on this power and then selecting a location will cause the caster to vanish and reappear at their target location. Recharge: Moderate

Corrosive Vial
Ranged (Targeted AoE), High DoT(Toxic), -Defense

You hurl a vial of toxic fluid that explodes upon impact leaving a corrosive puddle at your target's feet. Any foe that stands within the puddle will take toxic damage and have their defense reduced for a short while. Corrosive Vial requires you to have 2 powers from the Experimentation power pool. Damage: High (DoT), Recharge: Long

Adrenal Booster
Self, +To Hit, +Recharge, +Damage, +SPD, +Special

You inject yourself with a concentrated serum that boosts your damage, recharge, running speed, and chance to hit by a large amount for a short time. The Adrenaline grants your Jaunt instant recharges while under its effect. Adrenal Booster requires you to have 2 powers from the Experimentation power pool. Recharge: Very Long

Rolling Barrage

Rolling Barrage is an uncommon Targeted AoE set available from level 25 to 50. Rolling Barrage offers new combinations of enhancements within this category, while also expanding the set bonus variety for Targeted AoEs. This set's recipes drop from normal content and can also be obtained at various merit vendors.

Speed Run Challenge Rewards

Upon successfully completing Task Forces or Strike Forces with Speed Run challenges enabled you'll receive a random travel recipe.

Different types of travel recipes appear more or less frequently depending on whether the Speed Run Challenge was set to Gold, Silver, or Bronze.

  • Bronze features the highest chance for Running, Jumping, Flying, and Teleporting recipes
  • Silver features improved chances for Universal Travel recipes
  • Gold features improved chances for exclusive Speed Run Challenge recipes

Task Forces and Strike Forces have new times for challenge settings to make each one more obtainable while still presenting a reasonable challenge.

Synapse's Agility recipes are an exclusive Speed Run Challenge reward.







Travel Pool Powersets Revamp

Running, Jumping, and Flying speed caps have all been raised by 400%!

Flurry
Melee (Cone), High DoT(Smash), Self +Def(Melee, Lethal), Special

  • Attack type changed from single-target melee to narrow melee cone. It now accepts PbAoE enhancements instead of Melee enhancements.
  • Added a short duration +Def(Melee, Lethal) similar to Parry.  Flurry now accepts Defense enhancements.
  • Increased damage from .143 to .2695 per tick
  • Increased endurance cost from 5.46 to 14.01
  • Increased recharge time from 3s to 14s
  • Removed the chance for stun
  • Burnout Special Effect: Flurry instantly recharges for 10s immediately after Burnout is activated

Hasten
Self +Recharge, +SPD

  • Added moderate move speed increase.  Hasten now accepts Run and Universal Travel enhancements.
  • Increased crash cost from 15 to 25 endurance to bring it in line with other crashes.

Whirlwind
Toggle: PBAoE, Moderate DMG(Smash/Energy), Foe Attract, Knockback, Stun, (Special)

  • Expanded PBAoE radius to 25 and added Attract to pull enemies into the center
  • In PBAoE center added Moderate Smashing/Energy damage
  • Foes that enter the center will also be Knocked back and be very briefly stunned (~2s)
  • Reduced additional endurance cost per foe hit from 1.5 to 1.0
  • Whirlwind now automatically shuts off when your endurance reaches 25% or less
  • Recharge Time increased to 105s
  • Burnout Special Effect: Whirlwind costs no endurance per foe hit for 10s immediately after Burnout is activated
  • You may not train this power if you have already trained Blink Blitz, Dive Attack, or Spring Attack

Burnout

  • Added a large move speed and jump increase for 60sec.  Burnout now accepts Run and Universal Travel enhancements.  The jump height increase is not enhanceable.
  • Added 40% resistance to slow effects for 60sec
  • Added moderate Defense(All) for 60sec.  Burnout now accepts Defense enhancements
  • Reduced recharge time from 1800s to 600s
  • Added Special effect: Burnout Acceleration.  This effect grants brief bonuses to Flurry and Whirlwind for a short time immediately after Burnout is activated.




Leaping

Jump Kick
Melee, High DMG(Smash), Foe Knockdown, Stun, Self Force Move

  • This power can now be used slightly out of melee distance. When activated while out of melee you'll leap toward the target while attacking.
  • Range increased from 7 to 30. Leaps to target when distance is further than 7 ft.
  • Now has a 20% chance for a Mag 2 Stun
  • Increased damage from 1 to 1.64
  • Increased endurance cost from 5.46 to 10.66
  • Increased recharge time from 2.8s to 8s

Combat Jumping
Toggle: Self +Jump, +Def(All), Res(Immobilization)

  • This power now stacks with other Jump powers. Movement control and friction will suppress when Super Jump is active.
  • Increased endurance cost from 0.07/s to 0.16/s
  • Effects will suppress while Hovering or Flying

Super Jump
Toggle: Self Long Jump

  • New fast travel switching mechanic: Activating this power automatically switches off Fly and vice versa

Acrobatics
Toggle: Self +Jump, +DEF(All), +Res(Knockback, Hold)

  • Added moderate Defense(All) on par with Weave.  Acrobatics now accepts Defense enhancements.
  • Added moderate Jump height/speed.  Acrobatics now accepts Jump and Universal Travel enhancements.
  • Added increased movement control and friction that stack with other jump powers. These effects can be disabled by visiting Null the Gull.
  • Increased endurance cost from 0.26/s to 0.33/s.
  • Effects will suppress while Aerobatics (Flight) is active.
  • Weave will suppress while Acrobatics is active.

Spring Attack

  • Using this power significantly increases Jumping Speed and Jumping Height for 30s.

    • Transferred defense to Aerobatics and while not quite as high it can now be used in combat

    • If you previously had Afterburner you will now have both Dive Attack and Afterburner powers.




Teleportation

Recall (formerly Recall Friend)
Teleport Target

  • This power has been renamed Recall.  It can teleport either an ally or an enemy to you.
  • Depending on whether your target is a friend or foe this power will either function as Recall Friend or Teleport Foe.
  • Training both Recall and Blink will enable you to teleport NPC foes without any interruption window.
  • If you previously had Recall Friend you will now have Recall

Blink (formerly Teleport Foe)
Ranged, High DMG(Smash), Self Teleport, +DEF(All)

  • This power has been replaced with Blink.  An extremely quick teleportation power that attacks the foe in the blink of an eye.
  • Damage Scale 1
  • Endurance Cost 6.5
  • Recharge Time 4s
  • This power also grants a short-duration Defense(All) buff.
  • If you previously had Teleport Foe you will now have Blink

Teleport

Mass Translocate (formerly Long Range Teleport)

Starless Recall (formerly Shadow Recall)

  • This power has been renamed Starless Recall.  It can teleport either an ally or an enemy to you.

  • Training both Starless Recall and Starless Charge will enable you to teleport NPC foes without any interruption window.

  • This power also grants a short-duration Defense(All) buff.
  • If you previously had Starless Step you will now have Starless Charge

Shadow Step

Force Field Revamp
Force Field is being revamped to let it properly shine in today's game. This update brings a variety of improvements, and particularly gives the set's most underused and lackluster powers effects better suited to supporting the team, while still preserving the original capabilities and feel of this classic heroic support set. Alongside this revamp, Force Field becomes available to corruptors for the first time as well as to Guardians in the new Force Composition power set.

Personal Force Field
Toggle: Self +Def, Res(All except Toxic)

  • Removed the power's OnlyAffectsSelf property, allowing the user to attack and buff normally while it is active, for the first 30 seconds of use. After 30 seconds, the OnlyAffectsSelf status will enable.
  • Once PFF has been activated, you will not be able to activate it again for 120 seconds. Recharge time increased to 140 seconds.
  • Animation time reduced from 2.03 to 1.03 seconds, and removed endurance cost.

Force Bolt
Ranged, Moderate DMG(Smash), Foe Knockback, Disorient, -Fly

  • This power now does splash knockdown, knocking down up to 3 additional nearby targets (these targets do not take damage or become stunned).
  • The power also now inflicts a stackable magnitude 1.5 stun, allowing it to disorient minions with one hit, LTs with two hits, and bosses after three hits.
  • Now inflicts -Fly
  • Increased damage scale to 1.0. It can benefit from Scourge and Containment for their respective Archetypes.

Barrier Field (formerly Detention Field)
Ranged, Ally +Absorb OR Foe Capture (Special)

  • This power has been renamed to Barrier Field, and now may be used on either enemy or friendly targets.
  • When used against a friendly target, it grants that target a very large amount of absorption over time for a short period of time, without hindering their ability to attack.
  • When used against an enemy target, it functions as the current Detention Field power does.
  • The detention effect of the power has also been increased to magnitude 6 (allowing it to affect standard EBs), and the detention'd target is now also able to be affected by knockback, attract, and repel effects (only) from other Force Field (or Force Composition) powers.

Containment Shell (formerly Repulsion Field)
Ranged (Location AoE), Foe Attract, Immobilize, -Jump, -Repel, Knockback to Knockdown

  • This is a new power that fills Repulsion Field's old slot. Repulsion Field has been moved to being a sub-power granted by owning Force Bubble.
  • If you previously owned Repulsion Field, you will now own Containment Shell.
  • This is a location-targeted persistent patch power that immobilizes targets and pulls them inwards using the new Attract effect.
  • This power also prevents contained targets from being repelled and converts knockback to knockdown on those targets.

Repulsion Bomb
Ranged (Targeted AoE), Moderate DMG(Smash), Foe Knockdown, Disorient

  • Chance to stun minions increased to 75%. Now has a 50% chance to stun LTs.
  • Radius increased from 12 to 15 feet for Controllers and Masterminds, to match the radius on the Defender version.
  • The power's damage can benefit from Scourge and Containment.

Force Bubble
Toggle: PBAoE Foe -Speed, -DMG(All), Knockdown, Repel (Special)

  • Now inflicts a significant -damage debuff and movement slow on targets hit.
  • The repel effect is no longer permanently active - toggling on Repulsion Field while Force Bubble is active enables the repel effect, or leave Repulsion Field off to inflict the slow and -damage effects without any repel.
  • Endurance cost reduced to 0.52/sec (0.65 for Masterminds).
  • Repulsion Field
    • Toggle: PBAoE Knockback OR Repel (Special)
    • This power is no longer purchased as an independent power, instead it is automatically granted by purchasing Force Bubble.
    • If you previously owned Force Bubble, you will now also own Repulsion Field.
    • When used on its own, Repulsion Field functions as it currently does.
    • When activated while Force Bubble is also active, Repulsion Field has no effects itself, but enables Force Bubble's repel effect.
    • In either case, Repulsion Field no longer has an ongoing endurance cost.
    • Animation time reduced from 2.03 to 1.03 seconds.

Issue 5 brings many Quality of Life improvements and fixes to the costume creator.


Costume Presets

Costume presets have been fixed on Rebirth! Use them to kickstart your imagination
or to quickly pull up a base template when making a new suit!

We've even added a number of Rebirth-specific presets and upgraded some old ones with Rebirth-specific parts on male and female models (huge versions coming later, with the final chapter of the asymmetric torso revamps). Look for the following new presets:

Dia de los Muertos, Golden Age, Hippie, Incandescence, Neon, Pilot, Pirate 1, Pirate 2, Prismatic, Radium, Sand, Spectral, Super Spy, Winged 1, and Winged 2.

Extended Natural Skin Tones



We've added 4 new carefully crafted and curated rows of natural skin tones to the character creator. There is now a much better range of golden, olive, and ruddy hues available! All have been tested for in-game performance by our dev team.

Random Color Selection on New Characters

Ever feel creatively blocked by seeing the peach skin tone and black and white tights colors upon making a new character? Us too. So we decided to randomize the initial color selections suggested by the character creator when making a new character. This with the fixed costume presets should make new character creation a breeze!

Surgical Four Color Support



No longer do you need to do the global color workaround to tweak the inside colors of cape-driven costume parts. Pieces that use cape technology but are not cataloged as capes now pull up the 4-color customization options. Now you can easily recolor the Wedding Tux and Cybertech coattails, the cloth details on your Cosmic Corsair, Tech Knight, Gunslinger belts, and Wedding Veil--all with quick, convenient ease!


New Emblem Packs

Rebirth Emblem Pack 3



Get your animals, meta-domino masks, sweet treats, green thumb, and retro gamer on with this latest chest and shield emblem pack!

Options include popsicles, popcorn, cupcakes, cacti, koi, squid, elephants, rabbits, single-button joysticks, health vials, and more!

Look for them at the bottom of the Symbol sub-category of Chest Details or Shield Emblems, starting with Angel's Food and ending with Unicorns.

Graffiti Emblem Pack



After something a little grittier or with an improvised vibe? Look for the new Graffiti Symbols sub-category on Chest Details or Shield Emblems.

Many familiar favorites, including lightning bolts, mystic symbols, and clenched fists have been given the graffiti treatment. Also look for Rebirth-specific graffiti symbols like the twin rats, rabbit, and smiley face here as well!

Note that the new crossed-out Arachnos emblem is unlocked via the Spider Smasher badge in-game. If you want to sport that one, you have to earn it!


Integrated Tights

New Undertights Options



All existing male and female integrated tights options have been updated to include ALL of Issue 4's glowing and animated skins. Want a halter top on your specter? Or a pair of modesty briefs over your plasma being? You can do that now.

For easier identification of integrated tights options, the first sub-entry on each integrated tights bundle now shines out with Neon underskin! The remaining glowing skins have been sandwiched between the natural skin options and Bioluminescence. Animated Sand can be found next to Stone.

Additionally, all female integrated tights have had the legacy Cryptic female Muscular texture added to their under-tights sub-options.

Lastly, a new high-hipped Bikini 2 has been added to female options, fully integrated. This pairs with the High Hipped Leotard texture for a complete bathing suit look or can be mixed and matched with other pant options for a more saucy, youthful vibe!

Classic Cryptic and Paragon Options now integrated



Multiple classic tights options from the Cryptic and Paragon eras have been retrofitted with the full integrated tights library, including glowing underskins!

On male chests, look for newly integrated Tank Top, Tanker, and Tee Shirt options. On females, look for integrated chest and hip versions of Angelic Plus, Excess Plus, and Imperial Dynasty. Female chest-only legacy items now integrated include the Leather corset and Tank Top.

(Some redundant top-level tattoo options have been consolidated under the new integrated options.)

Diversified Gloves

A majority of diversified gloves, which permit customization of wrist textures and colors independently from gloves, now include all Rebirth Issue 4 glowing and animated skins. Each can be found alphabetically amongst the sub-options on each diversified glove.

Gloves supported include Barbarian Ring, Spines, Cloud Bracer, Dragon Bracer, Overguard, Plant with Leaves, Small Flared, Small Padded, Small Pointed, Tai, Tied, and Wristband.

Misc.

The female Gunslinger belt with bustle and cape detail now offers an alternate version without stripes and a solid tintable bib.

Fly and Afterburner Power Customizations (and Energy Flight and Quantum Acceleration)

  • Added 4 new power customization poses (Classic, Heroic, Soaring, and Driven) to Fly and Energy Flight
  • You can also pick another of the added 4 new power customization poses (Classic, Heroic, Soaring, and Driven) when you activate Afterburner and Quantum Acceleration


Movement Power Stacking:

  • Inertial Jump can now stack jump speed and jump height
  • Super Reflexes Elude can now stack running speed and jump height
  • Widow Elude can now stack running speed and jump height
  • Kuji-In Retsu can now stack running speed and jump height


Power Sets

Ninja Assault and Military Assault proliferated to Dominators.


Stone Armor (Tanker/Brute)

  • Toggles (Stone Armor, Brimstone Armor, Crystal Armor, and Minerals) will no longer detoggle when Granite Armor is active.  While Granite Armor is active these toggle's effects will suppress and they will grant endurance to offset their toggle costs.

Unrelenting

  • This power now has the ability to prevent crashes from other powers. Activate this power before initiating most crash powers in order to prevent their crashes from occurring. The tier 9 powers from Melee Defense sets are automatically negated just by training this power.

Super Reflexes (Tanker/Brute/Scrapper/Stalker)

  • Agile, Dodge, and Lucky now accept resistance enhancements.

Mystic Flight and Jetpack

  • New fast travel switching mechanic: Activating this power automatically switches off Super Jump and vice versa

Energy Gauntlet

  • Increased Damage Scale from 1.160 to 1.64
  • Increased Recharge Time from 5s to 8s
  • Increased Endurance Cost from 6.032 to 8.528

Turbo Boost

  • Turning off Jetpack now causes you to stop flying. Note: the flight speed increase from Turbo Boost will last for 30 seconds regardless of flying or not.


Powers

  • Added Attract mechanic to the game.  Wait till you see what we have in store for this. 🤯
  • Walk now disables set bonuses.  Movement set bonuses no longer circumvent Walk.
  • Martial Arts and Gun-Fu Crippling Axe Kick can now be enhanced for Defense Debuff
  • Ninjitsu and infiltrator training mez protection can now be enhanced for Resist
  • Arachnos Soldier Wide-Area Web Grenade can now be enhanced for Slow

Gift of the Ancients: Defense/Increased Run Speed

  • Now grants movement speed increase to Jump and Fly as well
  • Movement Speed has been increased from 7.5% to 10.5%

  • Rogue and Vigilante Vendors will now show up on minimaps
  • Fort Trident and the Crucible now have icons that allude to their relation to alignments
  • Gladiator Merit Vendors for the side you are representing in a PvP zone will now show up on the minimap

Enhancements

  • Triumphant Insult disorient proc is now mag 2 instead of mag 1 so that it actually functions
  • Vampire's Bite A and B pieces now correctly state that they are unique (they always have been unique, the descriptions were just wrong)
  • Vampire's Bite B piece (dam/end) will no longer incorrectly transform into dam/rech when being converted to the Superior version

Powers

  • Corrected Endurance Cost of Energy Flight which was costing twice as much as Flight
  • Scrapper patron pool attacks can now properly crit
